Unlike the previous section, the movie Resident Evil: Damnation takes us to the political conspiracy concealed under a civil war in a fictional country.
Continuing with the long-term topic on the Story and Timeline of Resident Evil, today our Game will go on together with the second Resident Evil CG movie, entitled Resident Evil: Damnation. This film can be entirely independent of the main game line, telling about the civil war in the Eastern Republic of Slav with the intervention of BOWs (Bio-Organic Weapons, biological weapons).
The film begins with a short narrative report on what is happening in this country: the Republic of East Slav, after separating from the Soviet Union in 1991, had a complicated political situation. The division of rich and poor in society sparked riots for freedom, with spontaneous armed forces against the interim government. After years of war, Svetlana Belikova – the first female president of East Slav – offered a ceasefire with the free army. Still, the treaty was soon broken in 2010 when the government discovered the Liberation Army region is a place with lots of valuable resources. Government troops attacked the liberals with the pretext of counterterrorism, causing them to lose and decided to take more risks using BOWs.
We will meet the handsome agent S. S. Kennedy in this part. He is summoned to East Slav while on vacation, with the task of catching up with another CIA member codenamed “Scarecrow – Scarecrow ” to receive information on the acts of bioterrorism here. Ironically, as soon as he arrived in the country, he received an order to cancel the mission for political reasons. Dissatisfied with the organization’s absurdity and the disruption of a happy vacation, Leon stubbornly decided to continue searching for the other CIA agent and investigate the case himself. He went to the rendezvous (an underground car park) to discover his partner was seriously injured, just before the last words full of puzzling words about “Beekeeper – Beekeeper.” Suddenly, a Licker appeared and attacked them, causing the CIA agent to die instantly.
The Licker is one of the mutated zombie strains by the V-ACT experiment, by infecting diverse T-Viruses. The mutation process made them into deadly predators.
Leon tries to track down the monster when a blast is thrown away. Before he can wake up, the Licker has come to kill him. Just when Leon thought he had lost his life here, the monster stopped in his astonishment, retreating under the orders of a mysterious man. Leon, who lost consciousness, was unconscious and taken to their base. It turned out that they were the Eastern Slavs. JD interrogated leon and Alexander Kozachenko (“Buddy”) under the supervision of Ivan Judanovich (“Ataman”), who also controlled Licker at the time. Leon warns them of using BOWs as a suicide. At the same time, Ataman begins to show signs of being transformed into zombies.
The story diverted through President Sletvana’s meeting with the army of East Slav, who criticized the inability of the army to suppress the violence and invited a member of the BSAA (Bioterrorism Security Assessment Alliance – United Nations Bioterrorism). It is not difficult for us to realize that it is Ada Wong in disguise. She introduced the new BOWs technology that allows the establishment of a master/servant relationship between these creatures, described as the relationship between the queen bee and worker bee.
At this time, on the Liberation Army base, the government troops swarmed in to attack. Leon took the opportunity to escape when both JD and Buddy tried to protect Ataman. The process of transforming Ataman became too weak, and losing consciousness. He begged Buddy to kill himself before he became a monster. Buddy is forced to finish him off and continue as a guide, ordering JD to hide while he is on the ground. Leon followed JD and discovered that the Free Army had used Plaga in the civil war, but this action caused some of them to be transformed into monsters forced to destroy. Leon rescues JD from one of the victims and realizes that JD is weak and unable to kill anyone. He agreed to cooperate with JD even though he did not agree with the way of the liberals.
The two find their way back to the surface and come across ordinary residents who have also been infected with Plaga, JD leading Leon to hide in a church. Here the two meet up with Buddy again, who decides to become the next host to control Licker despite JD’s obstructions. Leon returned to being a prisoner of the Liberation Army, but he tried to sneak away during the night. JD spotted and followed, but he provided Leon with information about the Plaga being given to the Presbyterian council leaders hoping that Leon would stop Buddy. Buddy was blinded by hatred, he was originally a teacher, but after his lover and colleague were massacred during the army’s school attack, they became violent.
President Svetlana officially orders the attack; Leon finds his way back to the free troops’ hiding place and discovers that only JD survives, all infected with parasites or killed. JD asks Buddy’s situation to tell Leon that he left before he could stop; JD gives Leon’s armor and asks Leon to stop Buddy again. Suddenly, Buddy returned to the base; JD was not happy before he began to turn into zombies, forcing Leon to kill him. However, JD’s death did not change Buddy’s mind. He continued the fight. The church is destroyed, Leon loses Buddy.

The purge was happening when President Svetlana was informed, Ada Wong was a fake. She made an appointment to meet her the next morning, started to turn back, and launched a global wanted warrant for Ada. Ada opened the way to escape, but unexpectedly Svetlana was an older man, completely controlling her. Right now, the Eastern Slavic army reports on the Licker’s attack just outside the presidential palace (under Buddy’s control). Svetlana immediately sealed off her room, turned it into an elevator, and quickly took Ada away.
Leon followed the devastating trail into the presidential palace, discovering Svetlana had escaped. Following the elevator tunnel, he found the bomb shelter and again met Ada, who had successfully run. It turned out that this place was the breeding ground for the superior individuals of the high-end Plaga. Ada was able to gather information for her work. Still, the Eastern Slav army and Svetlana quickly arrived. Reluctant, Leon had to cooperate with Ada to help her escape, and he controlled Svetlana despite not knowing who she was.
The female president quickly escapes Leon and declares him a national criminal for daring to assassinate the president, and the army fires to pursue Leon. Luckily (or unlucky), Buddy and the Licker have found this last lair. The Lickers quickly flattened Svetlana’s soldiers with no difficulty. Buddy pursued the female president but failed. She said that all the Elders whom the liberals trust were inherently bribed right from the head.
This Tyrant strain is studied and stored at the secret base of Svetlana, which looks very similar to the T-103 Umbrella had produced 13 years ago. They are taller and can turn into Super Tyrant.
Buddy now uses all of the Lickers to attack the Tyrant, but in vain, Leon must join forces and use Ada’s remote help to escape to the surface. But things were not that simple, and the Tyrants chased them both upwards. Scattered, Leon and Buddy have just killed one, and when they thought they had escaped, two other men appeared. Exhausted physically and with firepower, Buddy is being tortured by his host Plaga. Leon can only help the companion flee.
Speaking of President Svetlana, she ordered all the Elders’ extermination. And the extermination of all liberals and the preparation of a speech to blame the entire separatist side for official brought East Slav into the United Nations. But what she did not expect was that Russia and the United States embarked underground to prevent their acts of terrorism and political conspiracy at this time. Both sides’ military alliance now formally intervened in East Slav, accusing Its army is in terrorism. Leon and Buddy also escaped death when a military plane shot down two Tyrants chasing them. It was only then that Leon realized he had been stripped from the start to make the chess in this game.
Buddy became desperate; he regretted and suffered for all the loss that the war caused himself, so he wanted to commit suicide. Leon stops him and does not allow Buddy to kill himself but forces him to live on for those who have fallen. Leon uses a gun to kill Plaga’s parasite in Buddy’s spinal cord, allowing him to continue living without turning into a monster; in return, Buddy will be permanently disabled. He returned to his teacher’s job and lived a quiet life.
Leon returns to the inn, receiving a final report from Hunnigan, who convinces Leon to believe that the president has nothing to do with these incidents. He interrupted her and walked away, determined not to return to work for the US government.
Ada appears to report the work to the mysterious client. In her hand is a high-class Plaga specimen in the secret laboratory of Svetlana. Is there any conspiracy going on that hasn’t been discovered after the Damnation?
